Once spiffy CA region is GAed, tenants that are onboarded to CA region will be managed by CA region, any data that is currently in global cloudmgr (US region) will be migrated to spiffy CA region. during this migration ,
there will be a short period of time window (~10min) that the spiffy FQDN mapping is being updated, if a user issue a commit during this window, the commit may fail. Commit before/after this window is not impacted.
